How Will The New Renters Reform Bill Help Tenants?

The big change with this one is that while there was previously a Renters (Reform) Bill (2023) proposed, it failed to come into force in its original format, and the changes have now been enacted in the Renters’ Rights Act 2025, which received Royal Assent on the 27th October 2025.

What’s changing under the Renters’ Rights Act 2025?

2) Tenancies move toward a more secure, simpler structure

Tenants will have stronger rights to request a pet, and landlords must consider requests and cannot unreasonably refuse (with a route to challenge decisions).

4) Faster routes for serious issues (e.g., rent arrears / anti-social behaviour)

Alongside tenant protections, the reforms also strengthen and clarify grounds for possession in cases like repeated arrears or anti-social behaviour—aiming to keep the system fair for responsible tenants and responsible landlords.

5) New enforcement and dispute-resolution approach

There’s a stronger push toward quicker dispute resolution and better enforcement of standards, rather than everything escalating to court.

 

When will the changes apply?

Although the Act is already law (Royal Assent: 27 October 2025), reforms are being introduced in stages. Many of the headline changes begin from 1 May 2026, with other measures following after that.
